Unable to change default font size in Word 2007 comment boxes

I have tried a number of ways to change the default font size in Word 2007
comment boxes to no avail--including modifying both the Balloon Text and
Comment Text styles. This process seems to be very buggy!

The Style used in the balloons is the Balloon Text style - initially Tahoma
8 point.
Modify that style and check the check box 'New Documents based on this
template'. Ensure you save the template when you close Word.

The OP mentioned modifying the Balloon Text style. But I wonder if by
"comment boxes," the ScreenTips are meant rather than the balloons.
