Unable to change hard-to-read email font from Chinese people

RE: Outlook 2003

When I receive email from Chinese colleagues, it appears in a very difficult
to read font. It is squirely and looks like it went through a washing machine
on bleach cycle. Anyway, it appears to be the "Ping Ming Liu" font, which I
do not have installed on my machine. I have tried to View-encoding-Western,
etc. but nothing will change the appearance of the font. It's almost
impossible to read.

Any suggestions?
