Unable to change macro security settings: Office 2003

After upgrading Office XP to Office 2003, I am unable to change the macro
security level in Word. Everytime I change it, it always reverts back to the
previous setting. No error messages are displayed. Any ideas on this. I'm
logged in as admininstrator. Windows XPsp2.
