Unable to complete table relationship in VEA

I'm creating an ER model and I've now getting the following error when I
perform an error check.

The message is as follows:

L2100: 'Subscriber_Benifits_FK1' Relationship is not fully connected.

I been dealing with this problem all day.

What is wrong?

How do I fix it?
