Unable to connect through Project Prof. 2003 connector

I have installed a non-enterprise Project Server 2003 and it is working fine.
But I have following two problems

1) I am unable to connect to project server using project connector (Office
tools) from client desktop. It gives me an error with respect to Enterprise
Template permisson. I am able to publish and work with my projects in
Project server.

2) The links RISKS and ISSUES are not working. My connectivity tests to
sharepoint services are woring fine. I do not have share point portal server
installed.
