Unable to connnect to Project Server

I have a project server 2003 machine with the following settings:

OS: Windows 2003 Server (English), Project Server 2003 (English).
Database: Windows 2000 Sp4 Server with SQL 2000 SP1 (English).

Both the OS and DB machines are set to use Japanese for System/User Locale.
I have a problem with Japanese Clients using Project 2003 Pro connecting to
the server. I receive.

"The standard calendar of language cannot use with project server. please
add
the standard calendar to the enterprise global template".

Both Server and Client use Codepage 932, and have added:

REGEDIT4
[HKEY_CURRENT_USER\Software\Microsoft\Office\MS Project\Codepages]
[HKEY_CURRENT_USER\Software\Microsoft\Office\MS Project\Codepages\932]
[HKEY_CURRENT_USER\Software\Microsoft\Office\MS Project\Codepages\932\1252]

to the registry.
