Unable to Convert Page to Subpage by Dragging to the Right

Hi,

I've read a bunch of threads where it is said that you can convert
a page to a subpage by simply dragging a page to where you want it and
then dragging it to the right, indenting it. Maybe I'm an idiot, but
this don't work for me.
When I do that, I can drag it to the right all I want but the
arrow doesn't ever move any further to the right and the page stays on
the same level.
The ONLY way I can covert a page to a subpage by dragging is to
create a subpage from scratch and THEN drag the page I want to convert
to underneath the subpage.
It would be much more convenient, however, if I was able to do it
the way others have apparently been able to. Has anybody ACTUALLY
converted a page by simply dragging it to the right even when it
wasn't under a subpage to begin with?

If it's ON 2007 (you did not answer Ben's question):
- drag the page which shall be mad a subpage below the page it shall be
attached to;
- mark both pages with Shift + mouse click;
- right click and select "Group pages" from the context menu.
