Unable to Copy Objects from Secure DB as Admin

With Access 2002 (SP2) in WinXP, I am unable to copy a
Form from one Secure DB to another Secure DB, even though
I have Full Admin rights to each of the databases and all
the objects within each. I get the following error when I
try to drag-and-drop a Form from one DB to the other, or
if I try and Import the Form from one DB to the other:

You do not have the necessary permissions to use
the 'D:\MyDB.mdb' object. Have your system administrator
or the person who created this object establish the
appropriate permissions for you.

You may have full admin rights in each database, but I'll bet you are
talking about two different workgroup files. The user in one is not
recognized as a user in the second mdw.

You would need to create the exact same user (same username and PID) in both
mdw files.

Yup, that is correct.

For what I was trying to copy, I was able to quickly
recreate the Form by the old copy-paste method. But I
will keep this in mind for future reference.
