Unable to create folders in Outlook 2003

I am helping out at a company that had been on Lotus notes and is now using
Outlook 2003 for the first time. Most users are having no problems, but a
couple of user cannot create new folders under their mail folder. Error
message is basically unable to create new folder. Any suggestions?

Here's one: post the exact complete text of any errors. Don't say "basically"
and paraphrase the error. State the account type as well.

In "All Mail Folders" right click on "Mailbox - users name". Select "New
Folder". Type in the folder name, select "Contains Mail + Post Items" in the
second filed, and select "Mailbox - Users name" in the third field".
Outlook returns the message in an Outlook pop-up box -- Unable to Create the
Folder.
We have already uninstalled office, rebooted, and then reinstalled Microsoft
Office Professional enterprise edition 2003. results are the same--Outlook
pop-up box "Unable to Create the Folder". We have validated the users
Outlook folder permissions with the user sitting in the next cuble who is
able to create new folders. they are identical. Any help would be
appriciated.

Have you tried renaming the *.ost file to old?
Exit Outlook
Locate and rename outlook.ost to outlook.old
Start up Outlook again (depending on the size of the mailbox, Outloo
will prepare for first usage)
Once inside Outlook, try creating a new folder again.
