Unable to create folders in Outlook

I am an Exchange Admin and we have a user that is unable to create new
Folders in his Outlook that is connected to Exchange Server 2003. I can
find no error messages in the Exchange server when this happens

Please disregard. The User went to Outlook Web Acces and it let them
create the folder and then he could add another folder in Outlook while
connected to the Exchange Server. Thanks
