Unable to create form in Access '97.

I'm using Windows XP Home Edition. I have two user
accounts, one is the Administrator and the other is only
an ordinary user. When I'm going to create form in
Access '97 in an ordinary user. There was an error "No
current Record" in a Form Wizard. But in the administrator
accounts, my Access '97 is run smoothly. How could I
interact with the other user of my Windows XP Operating
system to run any application software? Is there any way
to solve my problem?
