Unable to create .mde because can't find MSysCompactErr

Can anyone help me. I am using Access 2000 and a database with numerous
links to an SQL server. It is presently about 380M in size and obviously
needs to be compacted anyway.

Whether I compact it or try creating an mde file, I get the same error -
missing MSysCompactError
