Unable to create new macro

I'm unable to create a new macro in Outlook 2007. I've read elsewhere that
there should be a "New Macro" menu item in Tools:Macro, but there isn't.
Also, in the VB Editor there's an "Insert Procedure" menu item, but it's
greyed out. What can I do?

Can't you just enter something new into the ThisOutlookSession module, e.g.:

Public Sub ThisIsNew()
....
End Sub
