unable to create new pages

I have been using MS frontpage 2000 for a number of years and am no
way an expert.

I purchased a new computer XP windows system and installed FP 2000. I
can edit existing pages on the site. However, when I try to create a
new file or page there is a MS message saying a problem was
encountered and must close the program.

I tried to do the fix and ran it and also reinstall and in the middle
of installation a message pops up and states unabel to access
configuration for microsoft personal web server. When I exit the
message the program continues to load and states installed or set up
was successful. When I reinstalled it does not ask me for the key
number.

I would appreciate any insight or help with this problem. I have no
plans to convert to the new MS product as I understand it is much more
difficult and the learning curve is long. I dont need anything
complex. Possibly I should buy FP 2003

Uninstall FP from Add Remove Programs
- Reinstall it using the Custom Install option and Do Not Install the Personal Web Server (not supported or required under Windows
XP)
