unable to delete messages from personal folders

Any message more than 6 months old cannot be deleted. I receive an error
message "The messaging interface has returned an unknown error. If the
problem persists, restart Outlook."

Restarting Outlook does not fix, nor does running scanpst.

Suggestions?
