Unable to delete Resource in PWA

I am attempting to delete an inactive resource from PWA. After being
prompted for a comment to attach to the deleted resrouce the following error
appears in a message box:

The resource you selected has access to project that is checked out by
another user and therefore it cannot be deleted. To view the projects that
are currently checked out, click the Admin tab, select Manage Enterprise
Features, and click Check in enterprise Projects.

All projects and resources are checked in and there are not any others using
the application at the time.

What is the cause of this error, and how do I delete this resource?

By the way - I've tries to use the Project Server Cleaner, and after entering
in the deletion comment I receive a "Run-time error 429: AxtiveX component
can't create object" message and PSCleaner closes.

It sounds like diagnosing this problem requires an eyeball on the database.
