Unable to download Office 2003 Updates

According to the update site, I should be installing an SP for Office 2003
Professional, along with some other updates (Visio, Outlook 2003, etc.). When
I select the desired updates, the "Installation Troubleshooter" appears.
Regardless of which option I use, including the "fullfile" option as
suggested by the troubleshooter, I cannot download the updates, the
Installation Troubleshooter keeps popping up.

This is happening on *both* my laptop and my desktop, both of which run
under Win XP Professional with SP2 and all other updates to the OS. I have
also tried to download with my dowload manager disabled and with popups
allowed, but none of that seems to make any difference.

Would appreciate any hints as to what steps I can take.

Are the files actually downloaded? Do you see files downloaded under
C:\Program Files\OfficeUpdate11\cabs?

No, they are NOT downloaded - I can't seem to even get to the download step.
The directory you mention is absolutely empty.

Things go like this: I select the updates I want, the screen changes, and it
looks for just a moment like it wants to start downloading, and then the
Installation Troubleshooter pops up. I've tried the suggestions given by the
Installation Troubleshooter, including the "fullfile" option, but it (the
Installation Troubleshooter) just keeps popping up. As noted before, this
happens on *both* machines (same OS, Office 2003 Professional on both
machines).
