Unable to edit category information for a column in the Issues listof PWA

We are a PS2003, SP1 environment.

I am an administrator on our system. A PM and I have successfully
added a column to an issue list (type = choice); however, when we try
to update the 'choices' for that column, we receive an error:

Error
Cannot complete this action.
Please try again.

Troubleshoot issues with Windows SharePoint Services.

I have tried editing other types of columns (lookup, date, multiple
lines of text) - however, I receive an error on all of them. Any
ideas?

2nd side item here - does anyone know how the "ID" is created? we
thought it would be automatically generated in sequence - but our IDs
for an issue within one project are skipping numbers - i.e., issue ID
1, then issue ID 2, then issue ID 3, then issue ID 5, then issue ID 6,
etc., etc.

Hi jlg,

What did you name the choice column? And please give us the choice
values that you given along with other information on the column like
display using.

The Issue ID is a default column and like this you have few more
columns. Modifying them would cause more problems internally. It will
automatically increment and if this is missing, its missing as some
issues been recorded and removed. I haven't seen such a behavior.

jlg, this looks like a pretty simple choice field that you created. I
was suspecting some reserved name usage.
I don't see any other reason for the increments going abnormal.

Would you mind re-creating the choice column on the issues and perform
the same on any other workspace to see whether you get the same error
message over there? Also you said a PM and you both created the list,
so please ensure the permission that the PM have on the workspace. For
sure as an admin you would be having full access on sharepoint site.

I have also had our Sharepoint administrator (who is also a Project
Server administrator) try to add a column to one of my workspaces and
to edit the column. Same behaviour for him - he can add the column
successfully but cannot edit the choices. The other item i just
noticed - the columns I added he cannot see and vice versa when
looking at the workspace issues list. is that normal behaviour?
