Unable to Empty Clipboard error

Has anyone ever seen this? When a user copies a bunch of
rows and then attempts to paste them anywhere in the same
or new spreadsheet, that user receives a pop-up box that
says "Unable to Empty Clipboard."

The user clicks OK and then can copy/paste w/o issue.
However, this is a major annoyance and I cannot find a fix
anywhere on Microsoft.com.

Help me if you can!
