Unable to get upates from Office updates site

Does anyone have a fix or know why I am getting this error.

The Office Update site is unable to check for updates on this computer. This
may be happening because of one of the following reasons:

You do not have administrative privileges for this computer.
There is a network problem and the detection catalog used by the Office
Update site failed to download. Go back to the Downloads home page and try
running detection again.
Windows Installer patch files (.MSP files) from previously applied Office
updates are missing from the \Windows\Installer hidden directory on your
computer. MSP files are stored on your computer after update installation
completes because they need to be referenced for future update operations. If
the files are missing you will not be able to apply Office updates. You may
also be unable to uninstall Office products as a result of the same problem.
Please contact Microsoft Product Support Services for assistance.
You installed Office updates in the past and then upgraded from Windows
Installer version 1.0 to Windows Installer version 1.1. For more information
see the KB article Windows Installer May Prompt for Install Source if
Unavailable.

I should add that I have Office 2000 Professional.

The problem started occuring after I reinstalled Office 2000 and used System
restore.

Also, the windows installer keeps poppng up when I log onto windows and when
I first open office programs.

I tried the Microsoft Office 2000 resource kit tools and utilities and
selected english in the office language version as I had read somwhere to do.
(At least to stop the windows installer from starting each time I try to open
a program.)

I have also tried repairing the office installation and reinstalling office.

I have ran scan disk, Norton speed disk, Norton win doctor, Norton Anti
Virus, defrag, disk cleanup, deleted the internet cach.

I have tried accessing office updates with Norton turned off.

And I added office.microsoft.com to my list of trusted sites.

Windows udates are accessable to me and up to date.

Any help would be greatly appreciated.

Elaine, Windows System Restore will corrupt the Windows Installer
information in the registry for installed products. This is fixed in
Windows Installer 3.0 which will be installed in the Windows XP SP2 update
when it is released.

You will need to use the Windows Installer Cleanup Utility (available from
the KB article at
http://support.microsoft.com/default.aspx?scid=kb;en-us;290301. This
utility will permanently remove this corrupted information for the product
that you select in the UI. It does not uninstall the selected product, but
you will need to install Office again after using it.
