Are you installing PS and connect to an existing PS database ? If yes,
make sure you have the right password for MSProjectServerUser and
MSProjectUser and they are assigned to the correct role. If you have
forget their password, then just go into your SQL Enterprise Manager and
reset their password.

Rebecca:

Make sure that SQL is running in mixed authentication mode.

From SQL Enterprise Manager, right click on the server and select Properties
from the menu. Click on the Security Tab. The settings are there.
