Unable to install SP3 for Access 2002 Runtime

I have a user who keeps getting a lockup when she previews or prints a
report. This problem is fixed in SP for Access 2002 Runtime. I had her
download the SP3 but in the install process it stopped and told her to put
the Access CD in her CD reader. If she had Access, she wouldn't need the
Runtime fix. Does anyone know what MS wants at that point?
