unable to load ms organization chart on XP Pro / Office 2000

I am logging on to my domain as a user who is not a member
of the domainadmin group (there in the domainusers group).
I can't get the MS organization chart fuction to work on a
local PC. If I make a user a member of domainadmins it
works.

I don't want to give that much access to a user. They may
blow something up on the local PC. Can you tell me how to
do this. I already tried the 2 mso*.* files permission fix
in c:\windows directory. I have a feeling something is
being left out here. The procedures may be missing an
important detail or something.

Is there anything in group policy on the server that will
do this.

The users need read/write but *not* delete permissions.

Last time I looked at the KB article on that, it does mention that, but
it's really buried in the text.
