Unable to load the database properties

I have recently developed a database in Access 2002, but
saved as Access 2000 format. When this database is loaded
onto a machine running Access 2000 the user is unable to
access the database's properties - and receives the
following error "Unable to load the Database Properties".
This is an unsecured mdb database.

Any suggestions?
