Unable to move a folder in OneNote b/c folder being used ?

I am trying to simply move a folder to a different place in OneNote, but when
I attempt it, I get a message that it can't be moved because it is currently
being used. Any help in understanding what this means and how to correct it?

Is another copy of OneNote open while you try to move it? Is the folder on
a shared drive?

What happens when you close OneNote and then try to move the folder via
Windows Explorer? Remember that the top-level "My Notebook" folder is
found by default as a subfolder of your "My Documents" folder.
