Unable to nudge inserted photos in Word 2007

When I Insert a JPG from my hard disc into a Word 2007 doc, I'm not able to
nudge it. The blue resizing handles and the rotational handle all work fine.
I can select the picture but not nudge it. I'm able to nudge shapes and
textboxes, no problem. Also, most of Align functions are grayed out with
pictures from my harddrive. Only Align to Page and Align to Margin are
available.

I downloaded a template from MS website. The pictures in the template nudge.
When I Change Picture in the template with one from my hard drive, it nudges
OK. Why don't my Inserted graphics nudge?

By default, pictures that you insert, either through Insert > Picture
or by pasting, are inserted in line with text. Nothing that's in line
with text can be nudged -- it behaves like a single character.

You can change the setting so the pictures are inserted with another
text wrapping type, such as Square. Go to Office button > Word Options
Advanced, in the "Cut, copy and paste" section, and change the
dropdown labeled "Insert/paste pictures as".

Or you can change the text wrapping of individual pictures, either on
the right-click menu or on the Picture Tools tab of the ribbon (which
appears only when a picture is selected).

The pictures in the template you downloaded were already set to some
text wrapping other than in line, and using Change Picture only
replaced the picture without changing the wrapping.
