Unable to open attachments (JPG) from Outlook

We are running Windows 2003 Server with Citrix Presentation Server. We have
users that have problems with opening JPG attachments from Outlook 2003. The
Office Picture Manager opens, but it opens with a red X instead of the actual
picture. I have tried cleaning IE Temporary files, but this does not resolve
the problem. Another piece of information: the users have roaming profiles.
The workaround for changing the default application to use Windows Picture
and Fax Viewer only partially solves the problem. For the users experiencing
this, if we change the default viewer, if they click on the close the image
and open the image in application and open the image for editing, it uses
Office Picture Manager and it does the same thing - white box with red X in
the middle.

Try cleaning the Outlook Secure Temp Folder.

Thanks for the suggestion. I found this registry entry yesterday by playing
with my account to see where my pictures are stored when I open them. I
checked one of the problem users accounts and she doesn't have anything in
the folder for me to delete. I was checking her permissions. She has rights
to the OLK3 (in her case) folder, but the Temporary Internet Files folder
does not have a security tab for me to check permissions. The same is true
for my account and folders???? I don't want to have to keep solving this
problem by recreating roaming profiles for each user that experiences this
problem. So far, I have 3 users with this problem and if I don't figure it
out, I am going to be urged to rebuild profile as a solution.

Created Registry file below to remove OIS and Picture Manager Trees:

Windows Registry Editor Version 5.00

[-HKEY_CURRENT_USER\SOFTWARE\MICROSOFT\OFFICE\11.0\OIS]
