Unable to open signature

Our corporate users are migrated to Exchange mail server and using their mail
with Microsoft Outlook 2007. Now many users are facing problem with opening
signature icon as it is just hanging the screen.

Tried removing/recreating their signatures already?
Tools-> Options-> tab Mail Format-> hold CTRL when clicking on the
Signatures... button. Copy the listed files and folders to another location
and see if it works now.

The issue is there for new and existing users and relocating the signature
folder is not a solution.

No, don't relocate the Signature's folder; empty it. Does it work then?
Which "signature icon" are you referring to?
Does it work in Outlook Safe Mode?
Start-> Run; outlook.exe /safe
