Unable to open the default email folder. Outlook could not start....

When launching Outlook I get a message that reads

"Unable to open Outlook the default email folder. Outlook
could not start because a location to send and receive
could not be found. To add a location, such as a personal
folder file double click the Mail icon in control panel."
This did not resolve the problem.

After searching the support pages and trying all that was
suggested to no avail I have tried the following as well:

Tried the repair utility from the Office CD
Tried reinstalling Outlook
Removed all of Office 2000 and reinstalled it
Nothing corrected the problem

After each attempt I search the directory for the .pst
file and it does not exist. Yes I have enabled hidden
files and folders. I am searching the default path of
C:\documents and settings\username\local
settings\application data\microsoft\outlook

The PC is a Compaq Presario 061
128MB RAM
XP Home 5.1.260 SP1 Build 2600
Outlook 2000 ver 9.0.0.271

I have used two other PC's to verify my property settings
are correct and the email server works

Any suggestions on how to fix this?
