unable to open the free/busy information

we have exchange 2003 with outlook 2003 for our clients. when one user tries to access a particular users calender this message keeps appering:unable to open the free/busy information. we have other users that can access the shared calender with no problems. i've tried the /CleanFreeBusy switch on the users outlook and i haven't gotten anywhere. does anyone have any ideas. all permissions have been checked?
