Unable to open WORD2000 - "dangerously low on resources"

When I open WORD 2000, I get a warning "System is
dangerously low on resources". No other applications are
running. I can open it using RUN with /a suffix after the
file name. Sometimes the error message refers to a
USER.exe. Each time the computer locks up, and I have to
shut down.
