Unable to Outdent First Subtask

With multiple tasks under a summary task I desire to
outdent to have all at the same level. Can't this be
done all at once?

Am unable to outdent the first task under the summary
task. Thus I delete both the summary task and the first
task under it and then re-type. What must I do to be
able to outdent all items under a summary task?
