unable to read attachments due to incorrect encoding

when i try to open an attachment in Words, it comes up in a foreign language
and I am am unable to read it. I've tried switching the encoding but I can't
seem to find the right one. The box says "Select the encoding that makes
document readable," but nothing I select seems to make a difference
