Unable to reassign a task MSP2007

1) task is published by the PM to a generic resource assigned to a RM
2) the RM resigned the task to a actual resource
3) the PM get the request and accepts it then publish the project
4) the resource does not get the task
5) In PWA under applied task update request and errors it says “the update
was not applied due to a conflict.â€

My question is, how do I find out more about the conflict and prevent this
from happening in the future?

Is the resource that the RM assigned the task to set has his/her own
"Default Assignment Owner"? This might be a pre-requisite for this process
to work.

Each resource has themselves set to the default assignment owner. My
understanding is this setting is what allows the assignment to actually make
it to the resource.

I can take the same task from MS Project and assign it to the resource
without any complaints. That makes me think it is some rule to do with
reassigning a task. I have also turned off leveling thinking that could be a
reason but it had no affect.
