Unable to receive mail

I just added a second email account to my outlook. It sends emails but does not receive any incoming mail I have checked the account settings several times. I've been using outlook express for the same account on another desktop and now I need to send and receive emails from my laptop. I have made sure that all the settings on the outlook are same as the outlook express I've been using.. but it still doesn't work. Help!!
