Unable to Save locally or to sharepoint site

I cannot get past this error. I have completely un-installed office and
tried repairing as well.
Info Path cannot save the file c:\Test.xsn. The file cannot be accessed.

Any help or direction would be greatly appreciated. Tested it on another
box and it worked fine.

I don't see how it could be, I've tried designing a new form, an existing
template (ms provided) nothing will work. I've installed everything to a VPC
image and it all works fine from there. That may just have to become my
environment.
