Unable to save updated folder shortcut information

Hello,

I am getting the following error when opening Outlook 2000 on a domain
user:

Outlook could not save the updated folder shortcut information. Check
to make sure there is sufficient disk space and that the file ms
exchange settings.fav is not read only. Another attempt to save will
be made after the next change or when you exit.

Also, the active desktop is not accessible. When I give this user
administrative rights, both function normally. I cannot find the ms
exchange settings.fav file to check the attributes. Any help would be
apprecitated.
