unable to send and recieve e-mail

I can't recieve e-mail today but i can send .
yesterday i couldn't send but i could recieve.
there are times when i go to outlook express and the page has reconfigured
it's self. Some times i loose the tool bar at the top of the page.
Then other times I loose the content box and get only the e-mail index.
My ISP has not been able th help, though thy have tried on several
occasions.
I may not be able to recieve y

our answer. I can get a fax at
