Unable to send but can receive email

I am a cox user who has just switched to using Outlook. Upon configuration
my computer checked everything and said it all worked. I can receive emails
correctly, however, I get an error message every time I try to send to a
domain that is not a cox.net domain. What could be causing this and how can
I fix it?

I send it, but then I get an email back that says "the following recipient(s)
could not be reached." And I know the address is valid. It also says, "None
of your email accounts could send to this recipient."

Typically there is a series of numbers in the error, could you paste the
error minus sensitive information, if though you can only send to other Cox
users can you check if your SMTP authentication is enabled. The setting is
located on the Outgoing Server Tab in the Properties of the email account
and the checkbox is "My outgoing server (smtp) requires authentication.
