We have recently installed a DSL connection on our LAN, however I am unable
to send mail via this connection, I am only able to receive. However, I am
still able to both send and receive mail via my dial up connection. I there
something wrong with my email account setup?

You should ask the people who provide your DSL service that question.

I did contact my DSL service but they were no help, I am still getting the following kind of error from System Administrator:

Your message did not reach some or all of the intended recipients.

The following recipient(s) could not be reached:

Your problem doesn't sound like an Outlook issue since you can Send & Receive
mail directly via the phone line.

The information you have provided is vague but I can assume from it that you're
using a company LAN that may have restrictions imposed by the System
Administrator or by design. This is based on the "Relaying denied" error
message, which means that you're not authorized to send some messages via this
server. Outgoing messages (via the LAN) may be restricted to internal mail only.
If this is the case, your company's IT support will have to resolve your
problem.
