unable to send emails from outlook

emails take a long time to go from the outbox.

they then seem to disappear and are not getting received at the other end.

also getting the following error

Receiving' reported error (0x8004210E) : 'Your mailbox is temporarily
unavailable because another e-mail message is being delivered to it or
another mail application is accessing it
