Unable to send emails in Outlook 2002

I'm having some trouble sending email using Outlook 2002.
I can easily receive email, but when I try to send a
message, I get a timed out message. Sometimes, when I
come back several hours later, I am able to send the email
easily.

My ISP insists that it is nothing at their end. BTW, this
happens on both my computer running Windows 98 SE and my
wife's computer running Windows XP Home Edition.

Currently, I can easily send and receive email, while my
wife is having problems sending emails.

Anyone have any idea why this is happening?

Do you have any anti-virus software that is set to check outgoing email? If
so, try disabling that function.
