Unable to send files >1meg in Outlook 2003

I am running Windows XP Professional W/SP2. My problem is that I can not
send e-mails or files that are greater than one Meg, using Outlook 2003
W/SP2. I checked with my ISP, and they do not have a limit on the size of
the files that I can send.

Using Microsoft’s Article ID Number 832925: How to configure the size limit
for both (.pst) and (.ost) files in Outlook 2007 and Outlook 2003; the
article tells me to perform the following:

1. Click Start, and then click Run.
2. In the Open box, type regedit, and then click OK.
3. In the left pane, expand My Computer, and then expand HKEY_CURRENT_USER.
4. Expand Software, and then expand Policies.
5. Expand Microsoft, and then expand Office.
6. Expand 11.0 for Outlook 2003 and 12.0 for Outlook 2007, and then expand
Outlook.
7. Click PST, and then right-click MaxFileSize in the right pane.
8. Click Modify, and then type the value in the Value data box.
9. Click OK.
10. Right-click WarnFileSize, and repeat steps 8 through 9.
11. Right-click MaxLargeFileSize, and repeat steps 8 through 9.
12. Right-click WarnLargeFileSize, and repeat steps 8 through 9.

When I perform steps 1 - 5, I do not find Office under Microsoft. All I
find is System Certificates.

If I go to My
Computer\HKEY_CURRENT_USER\Software\Microsoft\Office\11.0\Outlook, I can not
find a PST registry entry. However, there is an OST registry entry. Under
the OST entry, I find the following:
Name Type Data
ab(Default) REG_SZ (value not set)
NoOst REG_DWORD 0x00000003 (3)

Is there anyone out there who can assist me in this problem?
