Unable to send/receive email in Outlook 2003

Forced to do a system restore last week, since then I am unable to
send/receive email in Outlook 2003. Here's what I've tried:
- confirmed inbound email via login to email host via webmail
- delete Outlook email account, setup new email account - confirmed settings
with email host, MS Test Message clears to the email host but does not show
up in Outlook Inbox
- delete Outlook profile, setup new profile and email account
- confirmed zero blocked ports with dsl provider
- confirmed domain name unblocked with email host
- confirmed Outlook email settings with email host
- confirmed all MS Office and Windows downloads/updates current
- ran 'detect and repair' in Outlook menu
- reinstalled Outlook software, did most of the above again.

any and all ideas greatly appreciated.

no errors, receive 'Send/Receive Complete' msg. When sending MS Test Message
from email account setup, I get 5 green checks.
