Unable to Set Up Any Mail Account

Installed Outlook 2003 on machine with Office 2000 Small Business installed, Windows XP, and all current updates. Installation proceeded without any problems. Outlook comes up and appears to be fully operational. However, when attempt to set up a mail account, get to the setup page and unable to get the cursor to appear in any of the input boxes. Same problem regardless of the type of email account, e.g., POP3, IMAP, etc

Uninstalled Outlook 2003 and Office 2000, and resintalled Office 2000 SR-1, then Outlook 2003 --- same problem. Outlook 2000 previously worked without problems

Any thoughts?
