Unable to sort outlined data when whole rows are selected

Attempt to sort a range of rows (when the whole row is
selected) by column when data rows include outlined rows
does not work. Excel 2002 SP3. Is this a known bug? The
work around is to select the exact data range (i.e., not
whole rows).
