Unable to start visio 2003 Pro in XP

Starting visio get the following message:
"The operating system is not presently configured to run this application"

What does this message mean?
How can the problem be solved?

All updates for XP and Visio have been applied.

It appears Visio has not been installed properly on the computer. Make sure
you are logged on as the administrator and you have the anti-virus disabled.
Uninstall Visio, reboot the computer then reinstall using the same scenario
mentioned above. If that does not work you may want to open a support ticket
with Microsoft.
