Unable to submit hours through "Adjust Actual" option

We've been using Project 2003, sp1 since March 2005. We're using mangaged
period. Our staff submit timesheets thought PWA. We still need to enter
hours for external resources using the Adjust Actual option, then the
Administrator approves those external hours in Resources Approval, and the
project manager updates those hours into Project.
Sometimes, we switch to unmanaged period for a few hours to enter time
directly to projects since the time frame is not "open" for entering hours in
the Adjust Actual screen. When we switch back to managed period again, and
enter external hours through Adjust Actual option, those hours can be
approved through Resources Approval process, but don't show up in the Project
Update screen for the project manager to approve into projects.
Is it possible that the timesheet link is lost when we switch the system
back and forth between unmanaged and managed period? If so, how can we
restore the link?
