Unable to Synchronize the Inbox in Outlook 2003

I am having a problem with one user in my office (of 25 total users). If I
try to use Outlook 2003 in cached mode, the "Inbox" does not synchronize no
matter how many times I delete the outlook.ost file. Other items are
synchronized such as "Sent mail" and "calendar" but not the "Inbox".

If I reset Outlook not to use cached mode then the user can see and read
their Inbox "online".

This behavior does follow the user to whatever computer they use in the
office even though I have removed their roaming profile temporarily.

I am at a loss as I have never seen this behavior before.
