Unable to underline in Outlook 2007 replies

When I reply to a message in Outlook 2007 on XP Pro SP2 or SP3 and try to
enable underlining it appears to turn on but never works. Bolding and italics
both work fine at all times. When creating a new message the underlining
works okay. The problem is consistant. I have found no workaround for it.
